West Africans Telecommunications Conference
Studying Committee and Technical Exploitation of Networks - March 1999


In November 16th 1998, during its session hold at Nouakchott, the West Africans Telecommunications Conference decided to create a consultative organization called “Studying Committee and Technical Exploitation of Networks” (SCN) This committee’s methods of running and organization are governed by this present policies and procedures.


CHAPTER 1: MISSION


Article 1 : The SCN is a consultative organization of the West Africans Telecommunications Conference (WATC) responsible for elaborating studying dealing with the engineering, the exploitation of telecommunication networks’ maintenance.

Article 2 : The studying results run by the SCN should be submitted in recommendations forms, which the WATC agreed.


Article 3 : Moreover, the SCN is responsible for following through the making use of the decision and recommendation of the WATC in the sense of the competence.

CHAPITRE 2 : ORGANIZATION


Article 4 : Composition
The SCN is an experts committee, which is composed by a permanent representative of each member of the WATC. A President assisted by a reporter runs it.

Article 5 : Functionment
A President nominated by the WATC manages the SCN. The leadership can be changed if an ordinary session of the WATC decided it.

Article 6 : Allocation of the President
In coordination with the permanent secretariat of the WATC, the President chooses the date of the agenda of the sessions. He convenes and run committee meetings. During each session, he appoints a reporter and countersign with him the meeting’s minutes. Moreover, the president is responsible for preparing with a little collaboration of then committee members, the agenda of the investigations and studying to do during the year, which he submits, to the approbation of the conference. He elaborates the account of the annual activity. The president witches over the respect of the policies and procedures.

Article 7 : groups of experts
For studying specifics subjects, the SCN can choose some groups of experts either among its members, or by calling out external persons while their experience is seen to be useful.

Article 8 : The recruitments forms of the external experts from the WATC are defined in accordance with the article 25 of the WATC policies and procedures.

Article 9 : The groups of experts act in the contest of the SCN and will address their accounts to his president.


CHAPITRE 3 : SESSION OF THE SCN


Article 10 : The SCN meets once a year in ordinary session at least a month before the ordinary session of the WATC. However, the president can convene an extraordinary session on express request of the leadership of the WATC or on request of the third members of the committee treatment of a specific studying subject. In this latter case, the president of the SCS is to detrain the presidency of the WATC which has the power to, approve yes or no the holding of the session. During the extraordinary sessions, only the studying subjects that are object of the meeting are treated.

Article 11 : Place of meetings
Meetings are hold in the original country of the President of the SCN or in other place on invitation of a member of the committee.

Article 12 : Participation at the meetings
The members of the committee participated at first in t(he works as weil as any competent people whom participation is seen to be useful.

Article 12 : contribution at the studying subjects
Each member of the SCN can present a contribution relative at least to one of the studying subjects taken in the agenda of the annual activities. Contributions are addressed to the president of the SCN at least two month before the annual session is hold. Contributions might have been presented if possible in electronic form

CHAPITRE 4 : CHARGES


Article 13 : Expenses of the Organization Session
The expenses of the organization sessions are under the responsibilities of the host country.

Article 14 : Expenses for Participation in Sessions
The expenses for participation in sessions of the members of the SCN are under the control of their respective administration.

Article 15 : Expenses of the execution of studying
The expense of the execution of studying are if need be under the control of the WATC.

CHAPITRE 5 : COMING INTO FORCE


Article 16 : This present policies and procedures come into force from its adoption by the WATC.
